We've had this out before, but for one thing: Yulya Skripal was not a spy as far as anyone knows, and her father is a British citizen.
Only Russia executes its "traitors" (I'm not sure one can be a traitor to such a regime, more a whistle blower). And, it would seem, does not hesitate to use the most egregious (I like that word) means to do so.

You know what I mean: only Russia out of the "Cold War" set. A British spy betrayed by a Russian double agent faces a less uncertain future than a Russian one betrayed by a western one.

All nations will do “ whatever it takes” “ by any means necessary “to stop secret/government/military secrets from being leaked to other nations or to the public.
We just don’t hear about it as the proficient of those will make it look like an accident, robbery/burglary etc.. gone wrong
