The DM states..... "Clearly, Mr Walker, 63, is a man with robust opinions and a ripe turn of phrase....." which suggests to me that he has been quite forthright in his opinions on this matter and not just once.
It strikes me that, initially, he took offence because of the sympathetic treatment of an Islamic scout leader.....only bolting on the H&S aspect when he realised that he had dug a great big hole for himself.
