No it's not. The word woman when used to make a Transphobic point is deemed transphobic, and rightly so. You can call anyone a woman without fear, just not to incite hate, which was the purpose of the billboard AOG.

In general, "woman" and "man" are identifying people by their sex, rather than their gender, so even citing the definition is rather pointless. Still, when has that ever stopped someone trying to make a provocative point for their own self-publicity?
