It wasn't a 'piccy' - that's the whole point!
A picture is open to any number of interpretations, and can be defended as innocent and harmless.
By getting the soldiers to cheer and shout his name, 'Tommy Robinson' enjoys the perceived endorsement of his views by members of the armed forces.
Don't get me wrong, soldiers can support who they like, but they are not entitled to appear in uniform on social media vocally supporting a political extremist - and that is the issue here.

I entirely agree - no politician, and certainly not a President, should have access to instant world-wide communication media that allows them to post random thoughts without checking by responsible, sober, awake, clearly-thinking colleagues with a thorough grasp of consequences.

No, I expect the officer in charge (no quote marks, I wouldn't demean their status) to be aware of the situation, and prevent them being filmed by a known publicity-seeking felon apparently opening themselves up to the accusation that the MOD supports his views.
