after an event like this, the politicians talk the talk and the public suck it in. then the moneymen take a look and realise how much extra cash will be needed to make it happen. the politicos will then bleat on about how prison is there for rehabilitation not punishment, but really it's just an excuse for the fiscal pragmatism that means nothing will be permitted to change.
