I honestly don't think that will be the case San because all the other cops will know what their 'terms of engagement' were on that day.
Don't forget that all the Police present were under instructions not to do anything that might antagonise the opposition and many were forced to take one without retaliating.

Those thugs wanted a fight but they also knew they probably wouldn't get one in that situation, as regards the Officers like Shoota said, it did look undignified and self preservation was high on their list of reasons for getting out.
