This isn’t vague. You can’t hold a wedding with 150 guests.
// But there will be a wedding guest list with all 400 (or is 150) guests.
£80,000 for the public kitty.//
Not that simple, Sunk. To issue a fixed penalty they have to be caught in the act. To prosecute them they would have to prove they were there.

you can't hold one, NJ, but can you attend one?
I didn't know there were going to be hundreds of people there. I was very careful to keep my distance, but other people did crowd in on me some of the time. When I tried to leave, the exits were blocked and I didn't dare aproach them.
I can see this being a consequence-free event (apart from dying).

No. You are not allowed to leave home unless you have a reasonable excuse or are taking advantage of one of the "exceptions" listed in the legislation:
"Exception 8 is that it is reasonably necessary for P to leave or be outside P’s home to attend a marriage ceremony, a civil partnership ceremony or an alternative wedding ceremony permitted under paragraph 6(11)."
Such a ceremony is restricted to six persons otherwise it is not permitted. Those attending have a responsibility to establish that the gathering they are attending meets the restrictions. Since the majority of those getting married probably invite their four parents anybody else who is invited should make enquiries before they set out.
