There are a number of reasons why India, or indeed any Country, might massage the figures to make them appear less. I would dearly love to know why we, apparently alone, would go to such great lengths to make the figure higher.
Thailand have been doing the same, even a year ago they were denying that there was a problem, even though bars, shops and businesses were closing down and hospitals were rammed with patients, it must be that they are scared of losing tourists, Thai people hate to 'lose face', this is whats happening with the Thai authorities.

Trying to get accurate death figures in a country with that size of population with a pandemic that means general movement is restricted anyway will be about as easy as juggling soot

general movement of people, you are kidding, these are people travelling hundreds of miles to get loved ones into hospital or to a doctor, nurse, and being turned away, of course they have freedom of movement, how could they not. Pictures from India before the second wave was one of complacency, cricket matches going ahead, people en masse washing in the Ganges, where dead bodies are piled high.
No one knows what the real Covid figures are since most people who die have no post mortem. Figures from all over the World are a guide.
Much is being made of the high numbers in India. Yes, they are high but they have a population 23 times ours. Multiply our highest rate and they are nowhere near.
The true figure will never be known from India, the infrastructure is poor and many people are really poor and will have no access to medical facilities. They will simply be cremated.
As for deliberate suppression I'd want a bit more evidence than one report from Sky. If a Sky reporter told me it was raining outside I'd put my Sunnies on.
