Before Christmas he told every one they could visit their friends and relatives and stay overnight for 5 days. As Christmas got nearer it became apparent that the scheme was foolhardy and a danger to public health. Johnson modified the advice to they could visit for 1 day, but people had already travelled so came too late.
I suspect most places will fully ease lockdown on June 21st but not all. There will be a limited number of places where a tier will operate.
