No - I doubt things will be normal by 19th jul. They will move the goalposts again.
Tho I do think they (the gov / powers that be) wanted Hancock out the way hence why the pic was "leaked". Maybe they realised he was useless but didn't want to admit to that so he was made to fall on his sword for a diff reason

He has said he would, but who knows with governments - they are ALL liars !!

I don’t think it works like that.

It would appear that, although cases are rising, hospital admissions are low and so are deaths. Vaccinations continue as fast as possible, so no particular reason to continue with mask wearing, social distancing etc.

Yes I think he will.
Well yesterday he stated that his first priority was to return the country to normal asap he wanted restrictions lifted as quickly as possible. He said he saw no reason why July 19th could not be met.

Fast forward 24 hours (during which time he's no doubt had plenty of discourse with his civil servants and members of the doomsayers' industry) and he says this:

“It’s going to be irreversible, there’s no going back. That’s why we want to be careful during that process.”

When considering this subtle change, bear in mind this:

"Health bosses had earlier urged Mr Javid to be a “voice of caution” in the Cabinet over the pressures that the pandemic is piling on the NHS."

And this:

"Meanwhile, Mr Johnson said it was looking “very likely” that 19 July would be the date for lifting restrictions, allowing the UK to return to relative normality."

Note the terms "very likely" and "relative normality." Operation Soften Up proceeds at its stately pace, but firmly on course.
several senior government members have said words to the effect that it would take an "unprecedented catastrophe" for 19th July to be put back further. The cases v death link is broken, I doubt they'll push it back again.

I think he should impose more restrictions on the 19th the way this Delta variant is sweeping through the UK. If he doesn't there will be tears by mid August
