It isn't just about numbers closed... labour and tories before 1979 closed pits across the country and left inidividual communities with something to rely on economically... thatcher-era closures were far more concentrated and yanked away the economic basis of many places with nary a thought for the communities left behind... doing so in such a rapid and aggressive way was unnecessary and destructive... the preceding decades of more gradual and careful closures by both Tories & Labour prove that it could have been done differently.
