I'd say UK licences are least of their worries. Looks like they are going to get wiped out by their own taxation.

£160m worth of England's fishing quota is in the hands of vessels owned by companies based in Iceland, Spain and the Netherlands.
That amounts to 130,000 tonnes of fish a year and 55% of the UK’s total quota annual value.

The Conservative Government sold out the UK fishing fleet long ago. A bit late to be grandstanding when they shafted UK jobs long ago.
