This action actually beggars belief: even if Paterson had done nothing wrong, and I’m at pains to see how he could reasonably argue the case, this is a shameless attempt to move the goalposts and get an individual’s case put before a new committee chaired by one of Paterson’s cronies. You’d scarcely dare to make it up.
Why does Johnson keep riding roughshod over recommendations from independent bodies? Priti Patel’s case being another that springs to mind?
Possibly in fact probably because he thinks he’s invincible due to his popularity with certain key voters.

I happen to know a bit about what went on behind the scenes there. The senior civil servants were being obstructive to the point of refusing to carry out what she asked for, indeed on some occasions doing the opposite. There were other things too.
I suspect that is why she 'got away' with it.

Rules about Paid Advocacy are different in Scottish Parliament and Westminster. In the Scottish Parliament paid advocacy by MSPs is a criminal offence and allegations would be reported to the Procurator Fiscal.
In Westminster Paid Advocacy is banned but it is not a criminal offence. Allegations are investigated by the Standards Commissioner. The House of Commons decide on sanctions for MPs.
