I’m not sure I agree that it was done to cover up torture.
But the fact is, it happened (I think I we can safely say that now)
I agree it’s bizarre but the theory that these people were tortured and murdered by a regime (the DPR) with a long history of such brutality, is far and away the most likely. Aside from the apparent evidence alluded to
