The only time I have ever seen the word "scum" used in relation to people is when it is used to describe Conservative politicians (and sometimes voters). And I've only ever seen it used as a derogatory term by people who do not agree with Conservative philosophy. In the part of the real world that I inhabit, nobody does that.
The conservative philosophy is to whenever possible use your position to fill one's personal wallet.
Your part of the world must be well behind. It's used almost daily in many parts London especially but great you now know what I think of the cons.
Back in the day, a young guy who'd been unexpectedly promoted was boasting that cream floats to the top. I reminded him that scum does the same. He wasn't happy!
