I also term it a "duty". Just as you have a duty to pay what you rightly owe, you have duty to pay as little as possible. It cuts both ways. The first duty is to the Exchequer, the second to yourself and your family. Nobody should pay money to the government if they can avoid it. Governments (of all persuasions) are not renowned for their prudence and the less they have to waste the more prudent they might become (though I won't hold my breath). Provided they do so within the law, I applaud anybody who finds ways to reduce their tax bill to the absolute minimum. Most of us don't have too much scope to do so, but those who have that scope and use it draw my admiration.

As I understand it, the size of the penalty is giving rise to demands for an enquiry into the matter.
If penalties are pro rata for the tax not paid, then it suggests that the avoidance may have been large enough to require investigation into possible criminal intent.
I would imagine that anyone attracting a penalty of that size will have legal council of sufficient heft to be able to see of HMRC's representatives.
That said, the fact that an investigation, should one be forthcoming, does not bode well for the gentleman's reputation, and perceived suitability for government office.

I too am of the mindset that everybody should use all legal means to reduce their tax burden and to only pay what they are required to pay.

So how about this for a silly decision, surely any decent smart coat will do so as long as the rest of the uniform ia school branded, I imagine the coat will be removed once in school and can be worn anywhere.
