Gulliver 18.55.  I don't know how councils work in the Utopia that you live in, but over here Councils raise their income through Council Tax. They raise this tax to meet their needs and decide how this will be spent. Recent events in Birmingham, and others, have shown just how well Labour councils are able to manage their finances.  I think its you that is clutching at straws as the evidence shows.
