If I was given the task of managing a work project that ran £1 billion over budget, achieved none of the stated objectives and was directly responsible for the death of 1,000 people – some ABers would judge me to have been successful in managing the project; especially when compared to the government’s handling of the covid pandemic.

 This is a monumental waste but on the other hand the government were panicking at the time and did not do a measured assessment . If they had not ordered enough equipment the people and the media would have pilloried them.
