I saw this story briefly on the TV this morning, but the first thing I thought was "Did this guy really dump one letter in a public bin, or had he been dumping bags of his doemstic refuse there for months and they caught him?".
I'd be surprised if they fined a guy 50 for putting one envelope in a dustbin in a town centre for example, but I wouldn't be surprised if he had been dumping bags of household rubbish at a leisure centre or something, and the press and omitted a few details.
Council has decided not to fine him, after all that.
Loosehead, I'm shocked to see you hadn't called this 'PC gone mad'. Are you ill today?
According to the council, it was a substantial bag of rubbish and the junk mail was what allowed them to trace him. They couldn't have had far to look because the bin was right outside his house. I would guess that he was upsetting the predictions and making the council spend more of our money by emptying the bin more often.
Not for the same reason, but no junk mail leaves my house with my name on it before I have shredded it.
It wasn't just a couple of letters. The fact is, a significant amount of domestic waste (including food, which can attract rats) was dumped in the bin, practically filling it up in one go. The area the bin is located suffers from heavy littering. The council believed it was this bloke and as has already been said, they traced him by his junk mail.
However, they could not prove the domestic waste was his so they did not proceed with the fine.

The fine was never about putting junk mail in the bin, that was just the easy, attention-grabbing (but factually incorrect) headline. Deja vous anyone..?
Its hardly fly tipping. If its the case - which hasnt been proved - he was guilty.Guilty of what?Putting rubbish in a litter bin - shock horror - he should have just lashed it on the pavement minus his incriminating address in order to keep the street cleaner in a job.
Ever felt you are in a lose/lose situation.
Suppose my wheelie bin attracts rats as well.
What do we pay our Council Tax for if its not partially for disposing of rubbish whether its in a wheelie bin or litter bin.
Concentrate on the litter louts who dump their chips n cheese at lunchtimes, smash their empty bottles of becks on the pavement and lash their leftover kebabs on the pavements on a Friday night along with their spewings.
At least the guy had the decency to put any rubbish in a bin and he is still castigated for it.
y'know, when I read some of the rantings, sorry, postings on AB I often wonder if somehow I've ended up on the wrong planet. What on earth are you going on about? Natalie, Loosehead, Grunty, and Stoo-pid all gave very clear explanations. Which bit don't you get?
Oh, and your wheelie bin has a lid on it, so no, it doesn't attract rats.
Put down your Daily Record for a minute & ask yourself - do you really believe the council would go to all the trouble of tracking down an innocent man just because he put some junk mail in a rubbish bin? Think!
Fat Boy - that was not a rant believe you me.
Do I know you?I thought your post was quite rude and a bit of a personal attack on me rather than you giving your opinion.
IMO - that is what AB is for and I think most people do abide by the unwritten rules and dont hide behind their user names to insult others.
Bet you are the type who wouldnt say boo to a goose but slap the back of your head when you are posting something nasty.Oh well whatever turns you on.:)
Have you got snow where you are?We have - you just think you're into spring and winter bites you in the bum again.Oh well - nice speaking at you:)
Fat - Boy - Yes that ws a personal insult - not something I would do (2nd last para).
I suggest you have only read the other posts and have not seen the newspaper report and the TV footage. The bin did have a lid on it like mine does but invariably by bin day the lid is no longer of any use - so effectively I could attract rats.Anyway I still stand by what I said.
Sorry ray - I dont like to disrupt othere peoples posts but I felt justified in responding.Hold my tonque from now on - apologies:)
Of course I've seen the footage, heard the radio & read the papers before I post my comments - maybe it escaped you but that was the entire point of what I was going on about. Which is much more than most people in the threads I've been involved in recently. In fact I make sure I read as many examples as I can before I put finger to keyboard. I've even resorted to phoning the relevant authorities before to make sure I've got my facts right before posting - just ask madein78.
That's how I knew that this person was not fined for just putting a bit of junk mail in the bin. Yet you seemed to think he was - did you not read the papers?
Apologies if you took my moaning personally, it was aimed at anyone that can't be @rsed to check all the facts available to them before posting their strongly-held opinons. Of course, you are fully entitled to your opinion, however misinformed. As I am, mine. I just prefer to have mine backed with facts.
I did back it up Fat Boy and I suppose I then went on a tangent in the respect of the rubbish lashed on the street.Guilty as charged.
I respect others opinions and you will find in general I do - I just dont like personal insults (call me human).
I appreciate your comments though and we shall just beg to differ:)
I agree with the advice about returning junk mail to sender, without a stamp, so they have to pay for the postage. It's annoying when you get a dozen leaflets falling out of a magazine though. One of my neighbours got a telling off from the council for putting these in her green recycling box (newspapers/magazines). Hope they change that rule when they start charging us by the weight of the rubbish they remove in our black bins.
