Nope...he's British becuase he has a British passport, not because of where he was born. His parents didn't have Indian passports, so he couldn't have one.
Had his parents been naturalised Indians, and had Indian passports, he too would be Indian.
I've been thinking about this, and I believe I have the answer.
In terms of culture, traditions, origins etc, Mr Mumtaz Patel may be 'Indian', but in terms of nationality, he's as British as you or I.
