Thank you ASKRON for your research - I too have looked up everything I could think of.
I'm beginning to wonder if the question is a mistake or if it's a local made-up rhyme we don't recognise!

Heeper, peeper, chimney sweeper,
Had a wife and couldn't keep her!
Had another, couldn't love her,
O-U-T spells out!
