Living with Racist Neighbours!

Last year our neighbours (mother) racially abused my partner (verbally). The women got arrested & it ended up going to court she got a 12 month conditional discharge & that was the end.
Before xmas the (mother) did a property exchange (housing association) with the son who was originally our neighbour. So now we are living next to the offender who made the racial remarks!!!!
We have done all we can to find out why the association allowed this knowing the circumstances, but it appeared they were more worried about legal action if they wouldn't allow the exchange to go through!
I have been intimidated by the (mother) jus because I looked at her. I reported it but nothing was done!
Since all this the father always looks & noses aboutt into our property when walking past. Their 10 yr old son has thrown bits of rubbish & items like marbles, toothbrushes, tennis balls etc
Today the boy has just stuck his middle finger up when walking past our property with his (mother) witnessed by a friend!!!!
Please any advice before we both loose our cool - we cannot cope anymore & we don't want to move.

May I also add, that it was only recently the mother came knocking on our door because we complained to the association about her and the family and had a go at my partner who opened the door to her - to say why we complained bla bla bla! She said we would have to get rid of her in a body bag!

I wouldn't put too much emphasis on her being racist, 'her kind' usually are!!! I'm sure she and her lo-life family would be equally obnoxious regardless of your skin tone. As other Abers have suggested, keep a diary and if possible, film them. It sounds like it won't be too long until you have enough evidence to present to the council and/or police.

Why would you want to stay there if its that bad? Why not just move somewhere else or rent privately. Its obvious from your posts over that last year that nothing is changing.

Protection from Harassment Act 1977
This law aims to maintain social standards, defined by your 'course of conduct'. Basically, it is an offence for someone to conduct themselves in a way that amounts to harassment of another. This covers any course of conduct that takes place in a public or a private place. It means your neighbour can't just let his bulldog take a dump on your doorstep, switch on the Home Karaoke at three in the morning simply to annoy you, or abandon fridges in your yard. Offenders could face up to six months in jail if found guilty. Just be aware that you have to prove your neighbour's motivation for behaving badly was to wind you up.
Crime and Disorder Act 1998
A recent range of measures designed to tackle neighbourhood bad behaviour such as drunkenness, violence, intimidation and even swearing. Most notably, you can appeal to the police and your local council authority and have them ask the magistrates court to impose an Anti Social Behaviour Order (ASBO) on main offenders - including those under 18. This civil action can involve restricting a persistent troublemaker from entering a geographical area or banning them from certain acts - like turning the air blue outside your house at midnight every Friday while dressed in nothing but a traffic cone. Should a court hearing go ahead, the magistrate will want to hear evidence backing the case - usually from several people in the community - and will also consider the defendant's circumstances to be sure they're not being discriminated against.

I believe that these people would have a problem with you whoever you were. Talk to your local PCSO's. They are supposed to do this kind of 'community' problem solving. Keep reporting voilations to the police & the housing association. You could also complain to the most senior officer of your housing association. If you look at your contract you will find clauses on the behaviour of the tenants, family & visitors behaviour towards other residents. Not causing a nuisance, etc., is specifically listed. Ask why this is not being applied to your neighbours - 'Is the HA racist too???' Make as much of a fuss as you can. Contact your MP too. These people probably have a history of this kind of behaviour, where did they live before? See if you can contact some of their previous neighbours - leopards don't change their spots so you may find more evidence.

Hi Supastar - my partner & myself are both Catholics and my partner is black.
Redcrx - To be honest we don't want to move, I'm mean why should we. We have not been here for that long anyway and we've put a lot of effort into this property.
Octavius - None of the other neighbours are affected by this, I suppose they are not aware of this but out neighbour on the other side are very friendly with them as they go in & out of eachothers house. We don't speak with them as they are two faced & new about the whole ordeal! So to be honest Octavius, I'm not sure if any of these law's apply.
