7 down - Herald rushed, went down, for funny-sounding Oxford don. Answer is "foretell" = "herald", but there is a mixture of ' fell' and an anagram of 'tore' which I can see but what is a funny-sounding Oxford don ?

'for funny-sounding Oxford don' is another way of saying that the answer is a Spoonerism - where the first letters of two words are swapped.
rushed=tore, and went down = fell, becomes fore tell
Spooner was an Oxford don
