Can anybody tell me if it legal for your employer to allocate all your holidays a year in advance and not give you any time off during the school summer holidays?

I think the law only dictates how much leave an employer is allowed to give you. When he or she lets you take it is a different matter. I mean, what if Santa took all his leave at Christmas? ;-)

Employers CAN specify the times that annual leave is to be taken. See the DTI website Here.
This gives guidance on the law regarding leave. sponsmith the notice to be given is as you say twice the length of the leave requested but you neglect to say the employer can REFUSE it as long as he/she gives notice not less than the time off requested. I'm sure you would not appreciate it if yir boss let everyone take leave and expected you to cope alone.....
