I googled Westland row and James Joyce came up--might be worth looking into.

I agree very likely to be Irish, but title sounds modern not Joycean.
Westland Row ,one of central Dublin's railway stations, had its name changed in the 1960s to Pearse station, but is still called by the original name by some (Ok - mostly old people like me!).
Good luck ..this one doesn't google well.
