When proof of identity is required by the use of a photo ID card, how does the same security apply to those whose beliefs require them to keep their faces covered?

They have their photo taken with their face covered meaning the only identifiable feature is the eyes.
When there was the hullaballoo in France about the wearing of the veil, the ID photo was frequently mentioned and it is stipulated that the face has to be free of artefacts - no hats, scarves, turbans, veils... However if you wear glasses you must be wearing those.

Artful - many thanks for your answer.  This makes sense.
Different rules for different countries.

These sites say you can't cover your face unless for religious purposes.  These are UK rules.

Thanks acw.  It clearly states that the head can be covered but not the face.
