I seem to recall their being a reaction to the groovy smoochy right-on hippydom of the late 1960's. Definitely existed by 1970.Possibly also a product of the racist backlash fed by Enoch Powell round the time of his 'rivers of blood' speech. There must be a skinhead out there who can tell us time and dates?
The skinheads were a direct descendant of the mods and came into existence around 1968. They were defined by the uniform mentioned above (the boots were Doc Martin's and were generally cherry reds), crombies, and their lambrettas. Bizzarrely, despite their ingrained racism, it was the newly emerging reggae music that they were obsessed with. However, by the early 70s they had fallen out of fashion to a great extent (replaced with other cults like the 'seudeheads') and re-emerged post-punk.
