The OP's idea sounds like the US argument that giving everyone a loaded gun will make the world safe(r). Someone starts shooting in a darkened cinema (like before) and then everybody reaches for their gun........... Maybe "safety" means different things to different people.

A man carring a large baseball bat once knocked on a door over the road , he was loudly shouting threats so I dialled 999. The police were there in less than 1 minute !! and immediately arrested him 1

I know that this is a hot news topic these days, but relatively speaking, personal attacks with knives are rare - and most usually linked to gang violence.

I think if you keep your eyes open and your wits about you, you are still pretty safe walking well-lit streets at night, and populated streets in the daytime.
