Do you have to clean up your memory on your iPad like to do on your PC
Ie defrag?

I think you're thinking of a hard disk.

The ipad can close unused apps when it requires memory. Alternatively, double click the home button and then hold on the icon of the open app and the click on the redbutton to close it.
There is absolutely no need to defrag any solid state storage! and it would be damaging to do so.
