It's normally illegal for websites to give you full songs unless you pay for them. If this is what you're after try something like iTunes or even buy from amazon.
Anything illegal on a website is easy to shut down as the web pages are stored in one, or one of a small number of, servers.

p2p file sharing systems are less centralised as you don't download from one central server, you download from one of millions of individuals' home PCs.

there was a website that had songs to listen to that u couldnt download, just play, but it was removed recently when FHM advertised it and music companies got involved in removing it

This site is not only one of the cheapest from which to download music, but also allows you to preview full songs/albums with no obligation to purchase albeit at a reduced quality to that of the download but still at an an acceptable level for the average PC speakers.
