Google play can you pay for apps on my laptop and still have them sent to my new android mobile.

Also have set my local weather on screen when does this app deduce my web allowance. Sorry I'm new to smartphones folks

I believe so. Do it on Wifi while you have the phone next to you and it should show as installing/downloading.

Which app are you using? It may use your data connection while away from wifi - there may be settings to deal with this however.
