The package doesn’t depend on the phone but on the service provider.
What is your price range?
buy a used unlocked phone off ebay, and just get a payg sim off any provider you choose
talk talk, cheapest pay as you go on the market' calling credit doesn't expire after any length time,
You have to be a Talk Talk customer though :(

hi,my price range will be no more that£ 10.00 as I wont be a regular user, I thought about a EE mobi pictor payg from argos but it says once I use it, it will change toa package that lasts only 30 days. thanks
Buy a cheap, ulocked phone with a good camera - it need not be expensive - then find a suitable sim deal. Virgin charge £6 a month but you do have to pay that every month.

Have a look on Tesco's website. They have some cheap phones and, if you search around, you can get put on their "low-user" tariff (or words to that effect) - a very low-cost tariff for people who don't use their phones much. You will have to use the phone something like once every 3 months to keep the SIM live, but credit doesn't expire. I put £20 on mine about 4 years ago, I send the odd text or receive a call and I still have almost the full amount left.
The Pictor really does have a shockingly bad camera
Three have a very good deal on pay as you go, where there is no time limit on the credit use.

The only problem is that you need 3G phone.

I challenge others to beat this combination of pay as you go deal + 3G sim free phone.
