picture design?

is there a way to create your own pictures using different colours etc. on your computer.i've seen someone on tv doing it[smartass] and he annoyed me 'cause i couldn't do it.

...........mmmm.......open up the Paint program that comes with Windows and paint away..........or get something more powerful like Paintshop pro or even Photoshop............commoner.

anyway, i'm new to this computer stuff so 'gie's[scots for give] a break.you didn't misunderstand the question i'm just thick or so the wife says. thans anyway.
