If it's just photos you want to chop and change, try something like Serif's free PhotoPlus 6

If you want to create 3d people then it's back to Google for more searching!

If you're just doing one picture then I'll do it for you. Otherwise, any decent image editor will let you do this. It's just a matter of knowing how.
