i put a dot in windows fire wall
to keep it on permantely
but it keeps going down
to
fire wall is off

Have you installed a 3rd party firewall such as Zonealarm.
If you have, this would automatically disable the Windows one to avoid a clash.

it stopped a lot of pages from downloading
got rid of it
