There are lots of products which help you to design each page one at a time and manage all of the links between pages & all of the buttons - a lite version of frontpage will do the job but has limited backgrounds & other visual effects. Dreamweaver used to be popular but many others are available (depends on your budget). When your web page is ready & tested you can load it onto your internet domain with a special program called an FTP (file transfer protocol) again free ones are available.
Best thing is to browse the internet there are 1000's of sites about this.
you can use Frontpage too!!

or if u wanna b brave use pure HTML, they r abit of a pain but aleast u can label ya self as a internet programmer ;)

dreamweavers goood though!!!!!!! these u dont need to worry about getting it right cos its tells u straight away!!!
Some software techniques are best learnt by simply 'playing with it' for a while. Serif WebPlus SE is completely free and perfectly adequate for creating a simple website. Why not download it and start 'playing'?
