"Battery too cold"

When I try to charge my mobile phone it says "Battery Too cold".
It's never done that before but now it says it every time and it wornt charge.
I charge it by USB through the computer and I have done for almost a year now without any problems after I left my charger in Turkey.
Anyone have any ideas on how to fix this?
