3 network in France

I`ve been told that the 3 network works in Fance as if calling within the UK. The chap that told me called a mate in Italy who he speeks to every day on 3 at no extra cost to either party.When his pal traveled through France to Italy they did the same.He tops up his pals sim in UK cos it`s easier for him so I can`t see how he can be wrong about the whole thing.
I am doubtfull. What do you think?

3 has 'sister companies' in several countries and the charges are the same for UK customers as if they were calling UK.
