To check to see whether Israel is a country under the new passport scheme speak to the ministry of agriculture fisheries and farming.(M.A.F.F)
If you are not planning to bring your dogs back into England and moving them there permenantly they shouldn't have to be quarantined as we are a rabies free country, however you will most likely have to get them vaccinated against rabies before you go. You get a vaccination and then something like 30 days later have to get blood taken to test for the right levels of antibodies against rabies in their blood.
You will probably have to get a health certificate from your vet to say that they have been vaccinated and are fit to travel. You will probably also have to de-worm and de0flea them before you go too, even if there is no sign of worms or fleas! Its a possibility that they will have to be microchipped as well, depending on Israels regulations.
