It is not a question of anything.
My friend has just attempted to go on holiday and her 2 kids aged 14, 15 came down with measels on the day of departure. The grandparents offered to look after them for the week as they were not particualrly ill - just spotty.
When they got to the airport, they checked in and they told the airline the situation, however when they got to their destination the rep was unhappy that they had travelled.
When they got home they received a bill for the 2 kids cancellation charges. The kids were part of a 2 kids free deal - surely they cannot charge?
