For more on marking an answer as the "Best Answer", please visit our FAQ.No. The speed limit is a maximum. The only place there is a minimum speed is on the Motorways, where you have to drive at a minimum of 30mph.
However, it is against the Highway Code (and therefore technically illegal) to drive in a manner which would obstruct other motorists so the police would be within their rights to stop you for driving "too slowly" on any road.
