My fiance has had his passport suspended due to child support arrears here in the US. He met his obligations to have it relaesed. Los Angeles county released it and now the State has to release it to the Federal Gov. so they can release the passport for travel to the Philippines on 2/18/05. If they do not release it in time what is the penalty if he goes w/out his US passport?

You can't leave the country without a passport, or get into another one.  But you don't need a passport if you're traveling to Puerto Rico or the US Virgin Islands.

(However this is all hypothetical for,as Skids says,he will not be able to leave the country without his passport.)

Unless he's a good swimmer...
