Is it necessary to use a solicitor to draw up a Power of Attorney for property and financial purposes, and does it need a solicitor to register the POA with the court

No and No. I did LPA for my Mum on the Office Of The Public Guardian website. It cost me £1.73 (for the postage). You can apply for it and then register it whenever you want. If you register it straight away, it will take about 8+ weeks. My Mum died before the LPA became active so it was a good job that I didn`t pay a solicitor £800+ to do it. You can fill all of the forms in online (and save them so that you can come back to them later). They will send you the forms via the mail if you don`t want to complete them online but it takes about 4 weeks for them to arrive.
