The MoT is largely a visual check ie, no dismantling is included. Some items in the test only need be checked if they are visible and the MoT tester has made a note that some items were not checked because they were obscured by the engine cover or the sump cover. He is not saying there was a problem with them, just that they were not checked.

The last car I had was a E36 Coupe 1999, the sills were covered by "Oversills" they could not be checked on the MOT, I'm sure he signed that to the effect, but I knew they were good as I had taken them off each side, greased the rears & replaced, as you know, the muck that gets thrown up as a norm does not get to places with under shields etc.
Also, MOT testers are not always right and sometimes need telling their job. I once had a Toyota Corolla. The tester failed it for a hole in the exhaust and a failed nearside fog bulb. - There was only ever one fog bulb fitted and the hole in the exhaust was a condensation drain, all of 3mm diameter ! Not sure how long that guy kept his licence to test ...
