I doubt you'd want to be on Peter's meds.

This report doesn't surprise me at all.
I was under the impression anyone can do it to a human but not to an animal (the animal cannot give permission).

It's hardly surprising but there does appear to be no proof, just hearsay "say they know people" & "going rate is said to be "
Can't see anything wrong in it, aren't Vets supposed to treat 'animals'?
As the report points out, this procedure is done outwith standard medical treatment for the reasons given - based around an absence of police involvement, and attendant 'difficulties' in helping them with their proverbial enquiries.
