Neighbour Smoking, Affecting Others.

A friend lives in a first floor flat and her neighbour below comes out onto her balcony/terrace below to smoke. The smoke rises up and is very unpleasant for my friend, even coming into her kitchen.
She wants suggestions as how to approach this problem, as, if she asks them to stop please, and explains how it is affecting them, and they say no, she still has the problem and, now, an angry neighbour.
Any practical suggestion please.

Has your friend made peace with the angry neighbour yet?
She should have asked for advice before she spoke to the now angry neighbour imp

The way I have read it, she hasn't yet spoke to them , rather she's worried if she does and it doesn't go well they may become an angry neighbour.
