I don't think Archer was ever in the Cabinet which makes Aitken still the most senior politician to do time
I don't recall Stephen Byers ever being convicted of an offence, he was cleared of misfeance of public office last year so I don't know why you broght him up

The arms trade is indisputably in the UK national interest and the Kingdom of Saudi Arabia is the mainstay of the UK's arms trade. Despite being trapped by Mr al Fayed and in trying to escape making a wrong decision which led to a rough patch, Mr Aitken was and is a decent man. Said Ayas and Prince Mohammed are honourable people each without a stain on his character.
To revert to the original question, I see in The Times today that Gladstone was questioned by the police over the sale of honours, but not arrested. As I understand it, no other Prime Minister's have been questioned by the police, and none have been arrested either during or after office.
