My council collects everything recyclable in one bin, the plastic amounts to about half when the bin is full. The council uses revenue from the recyclable items to subsidise the collection and disposal of non recyclable, they are not going to be too happy, if my bin is typical of all bins, losing half of their income. If I continue to put the plastic in the bin I will lose out on the "deposit", if I return the plastic the councils loses out and will probably increase council tax. The government is starting to get serious about recycling which is excellent but to call it a reward system is wrong.
China has stopped taking plastic, the councils have stock piles especially of plastic. There are uses but they do not have the recycling plants to do it. The new scheme forces the manufacturers and retailers to charge the deposit and use that money to recycle, they will have to build new plants. Councils will still have all manner of other plastic and other materials to recycle and sell. Everyone's a winner.
