Not often I see where Nicola Surgeon is coming from but she's restricting all international travel going into Scotland , perhaps she's right? that all four countries should go with this?
A young SA man landed here today as his work visa started from now, he was sitting next to someone on his flight who came from a country NOT on the Red List, breathing the same air , touching the same seat etc yet he had to quarantine, the other person did not

Maybe just closing the borders altogether for everyone till we get through this, obviously British nationals should be allowed into quarantine

only a court can dish out a fine. so, what law is being contravened, does anyone know?

Mushroom25: The media tends to use the word 'fine' as a (false) synonym for 'fixed penalty'. Fixed penalties can be handed out by the police (e.g. for speeding), by council officials (e.g. for littering) and by many others.

It's the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 7) Regulations 2021 [together with earlier Regulations which are amended by the new ones and the provisions of the Public Health (Control of Disease) Act 1984 which enable such Regulations to be made in the first place] that constitute the law which is being contravened.
