Bond was originally English but Fleming hastily turned him into a Scot once Connery was hired. Fleming had envisaged David Niven for the role, but occasionally mentions him as looking like Hoagy Carmichael. But if he can rewrite his main character's past to suit the actor, I don't see why screenwriters shouldn't do likewise.

I think that Rowans 'Taron Egerton' would be a great call but Bondies might get confuddled when watching Kingsmen.

A great call for me would be Idris Elba, but need someone more subtle and suave... like any 'woke' person.

I would mix it up time line, set it in the 60's or 70's and free us from the linear story.
That said i would go with Henry Cavil or Tom Hardy x
